Item # 1:   ( 915  -  25 )   The City of Portland, Office of the City Auditor, is seeking proposals from individuals, firms, teams or consultants, with demonstrated experience in providing real-time closed captioning services. The City requires closed captioning for all Portland City Council sessions, which are broadcast on Portland Community Media television. The City Council holds regular weekly meetings on Wednesday at 9:30 am. If there is sufficient business, recessed meetings are held Wednesday and Thursday at 2:00 pm or 6:00 pm. The successful Proposer shall perform the tasks listed below for this project, and shall be expected to work closely with designated City personnel to accomplish these goals: a. Provide real-time captioning services, for approximately one hundred sixty-five (165) City Council sessions. Meeting schedules are subject to change. b. Provide captioners with experience in comparable real-time captioning (e.g., Board meetings, public hearings etc.). Captioner shall be a Certified Shorthand Reporter (CSR) and/or Registered Professional Reporter (RPR). c. Provide Communication Access Realtime Translation (CART ) captioning services, when necessary. d. Provide the City with an account representative to serve as the point-person to receive service complaints and to facilitate resolutions to service complaints to maintain service quality throughout the contract year.
