The purpose of this RFP is to engage a vendor to assist the Commission in evaluating the effectiveness of its Community Technology Grants program with a focus on overall program effectiveness and a review of individual project impact of the projects funded in the past five years and to provide recommendations to guide funding decisions in the future. The City of Portland Office for Community Technology provides staff support to the MHCRC and manages the grant program.

Impact Evaluation of the MHCRC Community Technology Grants Program An evaluation of the impact that the Mt Hood Cable Regulatory Commission's Community Technology Grants program has had in the community, the responsiveness of the funding program to address the needs of the community organizations that sought and were awarded grant funds, and the effectiveness of the projects funded to meet the needs of individuals or communities served. An examination of the Commission funding patterns and grant-making processes in order to document accomplishments, to identify areas of improvement and specify recommendations to assist the MHCRC in defining its funding strategy for future grants, refining specific program goals and objectives, and developing indicators to measure future progress.
